Supposed to be a document link map that traces the legislation/statutes published in the CFR to the regulations they produce.

This statute only applies to Excise jurisdictions - alcohol, firearms, regulated goods, and NOT to wage earners, private citizens, 1040 filers. This statute is tied to commodity commercial taxation - not private citizens. It was never to be used against the general public. The IRS is prosecuting statutes even when the regulatory authority does not exist. Enforcement is based on presumption. Dismantling government overreach and constitutional violations is a first step.
