the voting members of the US Congress and the State Legislatures do not have enough time to read, comprehend or debate any of the laws they vote on. They vote 100 times a day, every five minutes, while in session.

I love the idea but it can be simplified much more. Why have congress AT ALL? No - I mean it, why? Do you really think a bunch of people who are handed power can do the best job? We can see that isn't so. So why not have the public itself make proposals? And the public itself vote on the proposals. What would make it safe is it would all be totally uncensored and open for all to see. A new districting map would need to be drawn up which can also be super-easy by using the most densely populated towns/cities as the center of a circular pattern with bands that widen as the population becomes sparser outside of the cities.
